Based on the framework, comprehensive care is provided to women and children through five pillars or thematic areas of reproductive, maternal, neonatal, child, and adolescent health. The programmes and strategies developed by various divisions are guided by central tenets of equity, universal care, entitlement, and accountability to provide ‘continuum of care’ ensuring equal focus on various life stages.
Maternal Health Division strives to provide quality services to pregnant women and their newborns through various interventions and programmes, building capacity of health personnel and routine health systems strengthening activities

Janani Shishu Suraksha Karyakaram (JSSK):- Is a Government of India initiative to reduce out-of-pocket expenses related to maternal and sick infant careand to encourage instituitional deliveries. Entitlements like free diet, drugs, diagnostics, consumables, deliveries including caesarean, blood, drop back facility etc. are provided for Pregnant Women & Sick Infants.
Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) : was launched in Goa since June 2016 to provide antenatal care to every pregnant mother. Few private Doctors have also volunteered to provide their services in Public Health Facilities.
The Beti Bachao Beti Padhao The Prime Minister launched the ‘Beti Bachao Beti Padhao Scheme’ on 22nd January, 2015, to ensure survival, protection and education of Girl Child.The overall Goal of BBBP Scheme is to celebrate the Girl Child and Enable her Education. A District Task force Committee under the chairmanship of North Goa Collector has been constituted which meets every month to review the implementation of this scheme.

LaQshya : Labour room and OT quality improvement initiative
Reduce maternal and newborn morbidity and mortality
Improve quality of care during delivery and immediate post-partum period
Enhance satisfaction of beneficiaries, positive birthing experience and provide Respectful Maternity Care (RMC) to all pregnant women attending public health facilities.

Target Beneficiaries:
LaQshya program will benefit every pregnant woman and newborn delivering in public health institutions. Program will improve quality of care for pregnant women in labour room, maternity Operation Theatre Following facilities are being taken under LaQshya initiative in Goa:
Goa Medical college and hospital Bambolim
North Goa District hospital Mapusa and South Goa district hospital Margao
Sub district hospitals Ponda and Chicalim

Key Features:
LaQshya program envisages to improve quality of care in labour room and maternity OT.
Under the initiative, multi-pronged strategy has been adopted such as improving Infrastructure upgradation, ensuring availability of essential equipment, providing adequate Human Resources, capacity building of health care workers and improving quality processes in labour room.
Capacity-building of healthcare workers by skill-based training like Dakshta & improving quality processes in the labour room.
For the State of Goa, 5 facilities (Goa Medical College, 2 District Hospitals and 2 Sub-District Hospitals) have been taken up under LaQshya which is an initiative to provide quality health care to all delivering patients.
Currently, the Labour Room & Maternity Operation Theatre of North Goa District Hospital, Mapusa and Sub-District Hospital, Ponda is LaQshya Certified alongwith the Labour Room of Goa Medical College.

RCH Outreach Activites: RCH outreach activities are undertaken wherein activities like Immunisation, Family Planning Services, Antenatal care, Adolescent Health, Counseling Services, etc. are provided to the remote areas under respective PHC/CHC/UHCs, on 1st Saturday of every month. Outreach Immunisation Activities are conducted in hard to reach areas, slums, construction sites as per requirement (at least once per month).

Village Health and Nutrition Day: Village health and Nutrition day are held in all anganwadis once a month. Here nutritional advice and various health talks related to maternal & child health are delivered to the mothers who accompany the children.

  • Screening of antenatal cases by doctors at all the Health Centres/Hospitals, wherein all the cases are screened for HIV, Syphilis, Hb & urine tests as well as Ultra Sonography.

  • Maternal Mortality (MM): The Institutional Deliveries in Goa are to the tune of  99.9% (HMIS). For the year 2019-20, deliveries reported (on HMIS) are 18,419 against 8 Maternal Deaths. 
  • Medical Termination of Pregnancy (MTP Act) – Comprehensive Abortion Care Services are provided at both District Hospitals, Sub-District Hospitals & CHCs/PHCs wherever Gynaecologists are posted.
